A ceiling repair quote should say what is being fixed: re-fastening board that has pulled away, replacing a stained or damaged section, or re-taping cracked joints, and how the finish is matched.
The Building Code's ceiling rules for single-layer board on wood framing: nails no more than 180 mm apart and screws no more than 300 mm apart, and board that supports insulation at least 12.7 mm thick (O. Reg. 163/24, 9.29.5.4, 9.29.5.8 and 9.29.5.9). These are Building Code minimums for new work; ask the City how they apply to your renovation.
A stain means water got there: find and stop the source first. The City's flood-repair FAQ says removing or replacing structural framing, such as beams and joists, needs a building permit.
A ceiling under a room above an attached garage is part of the gas barrier the Code requires between the garage and the house (9.10.9.18.(4)), so any hole in it should be patched and sealed.
