Do I need an Ottawa permit to replace a damaged drywall ceiling?
The City of Ottawa's permit lists do not give a clear yes or no for replacing a damaged drywall ceiling on its own. The City's exempt list names "Painting and decorating" and "New flooring" but does not name drywall, gypsum board, ceilings or interior finish. The City's flood-repair FAQ says a permit is not required to remove drywall to let insulation dry, but it does not say whether putting the board back requires one. For a straight ceiling replacement, the City's lists do not name it either way, so the right step is to ask the City's Building Code Services before work starts.
Where a permit is clearly required is when the ceiling replacement is part of something larger. The City's permit list includes adding or removing walls, structural repairs, plumbing alterations (except replacing existing fixtures) and finishing a basement, and drywall that is part of that work is part of the permitted scope. If the ceiling damage involves suspected structural problems with the joists or framing above, the City recommends contacting a professional engineer before proceeding.
A few things affect what the City will want to know. If the house has a secondary suite and the ceiling is part of the fire separation between the two units, that assembly is reviewed through the permit for the suite. If the ceiling is above an attached garage, Ontario's Building Code requires a continuous, sealed air barrier between the garage and the living space, and any work that opens that ceiling should restore the barrier. In either of those situations, a permit question is worth raising with the City directly.
When you get quotes, ask each contractor to state in writing:
- what is being removed and what is going back (board thickness, whether insulation is touched)
- the finish level they are quoting to
- whether primer and paint are included or separate
- who is responsible for asking the City about a permit if the scope turns out to need one
