Yes, the City of Ottawa says a permit is required for that specific change. The City's Building Code Services flood-repair FAQ states that a permit is needed for "Removal and replacement of damaged insulation where the newly installed material is not like the original (ex: batt insulation to spray foam)."
The same FAQ draws a clear line on the drywall side: removing drywall or other interior finish to allow insulation to dry does not require a permit. Putting the drywall back is not named on the City's no-permit list, so for that step ask the City's Building Code Services directly before the work starts.
A few other points from the same FAQ are worth knowing. Removing or replacing structural framing, including support posts, piers, beams and joists, also requires a permit. If you suspect structural damage, the City recommends contacting a professional engineer before proceeding.
On the permit itself, the City's 2026 fee schedule sets the rate for alterations, renovations and repairs at $12.75 per $1,000 of construction value, covering materials, labour, overhead and professional fees, with a minimum fee of $117. Once a permit is open, the City's inspection stages include framing, insulation and vapour barrier, and a final inspection. The City says inspections should be booked 48 hours in advance and that missing one may mean having to uncover and expose the work.

When you get quotes, ask each one to state in writing what insulation product is specified, what drywall board is going back, who pulls the permit, who books the inspections, and what the scope covers if the inspector requires additional work to be exposed. Get the warranty terms in writing as well: what the contractor covers, how long the coverage runs, and whether it transfers to a buyer.
