Does wetting a popcorn ceiling make scraping safe in Ottawa?

No. Health Canada names no method that makes scraping safe. Its advice, for a house built before 1990, is to hire a professional to test before renovating or remodelling, and if asbestos is found, to hire a qualified asbestos removal specialist. Health Canada lists sanding, scraping and removing among the ways fibres are released.

Textured ceilings in older homes: test before anyone disturbs them. Health Canada also says there are no significant health risks if materials containing asbestos are left undisturbed, so a ceiling nobody is touching can wait for a test result. A positive result is abatement work for an asbestos removal specialist (ottawaabatement.com), not drywall work.

If the ceiling has tested clear, the removal itself is drywall work. Ask the quote to state:

• whether it is a scrape only, or scrape, skim coat, primer and paint, or new board over the old ceiling
• how the room and floors are protected
• what finish level the ceiling will reach
• who repairs any board damaged during removal

On permits, the City's lists do not name popcorn ceiling removal; if the job is part of bigger work, ask the City's Building Code Services.

Before you hire anyone for the scraping, ask to see the written test result and keep a copy, so the contractor and you are working from the same answer.
