Does adding a suite in Vanier need a permit if little work is planned?
The City of Ottawa requires a building permit before adding a secondary suite, even where little or no work is planned. The City's adding-an-apartment page states the permit is needed because the change of use must be reviewed, not only the construction.
The drawings submitted with the permit application must show the wall construction and the floor and ceiling construction between the new unit and the main dwelling and common areas. That review is how the City decides which fire separation route applies to your house.
Ontario's Building Code gives two routes for separating dwelling units in a house with a secondary suite. The first is a fire separation with a 45-minute rating (9.10.9.16.(1)). The second, where the house is not sprinklered throughout, is a continuous smoke-tight barrier of not less than 5/8-inch (15.9 mm) Type X drywall installed on both sides of the walls and on the underside of the floor-ceiling framing between the units (9.10.9.16.(4)). For an existing house, Part 11 of the Code also describes a compliance alternative (C156) that accepts a 15-minute horizontal fire separation where smoke alarms are installed in every dwelling unit and common area and are interconnected. The Code text we have does not name which assembly gives 15 minutes. The City decides through the permit which route applies. These are minimums for new work, and you should ask the City how they apply to your renovation.
Light-frame walls, columns, arches and beams that support floors between the units must be protected by not less than 5/8-inch Type X drywall (9.10.8.3.(2)). A shared service room with fuel-fired appliances may also be lined with 5/8-inch Type X on both sides of the walls and the underside of the floor-ceiling as an alternative to a one-hour service room (9.10.10.4.(2)(b)).
The permit fee the City charges for alterations and renovations is $12.75 per $1,000 of construction value, with a minimum of $117, based on the 2026 fee schedule.
On permit work, the City's inspection stages include framing, insulation and vapour barrier, and a final inspection. The City says inspections should be booked 48 hours in advance, and missing one may mean having to uncover and expose the work.
Before any work starts, have a written contract that sets out the full scope, the price, and the start and completion dates.
